Burr Ridge annexes three Normandy Court parcels and rezones them to R3 amid resident concerns about piecemeal annexation

The Burr Ridge Village Board voted on Jan. 13 to direct staff to prepare an ordinance to annex three parcels on Normandy Court (1, 12 and 8S255) and subsequently voted to approve the plan commission’s recommendation to rezone the parcels from R1 to R3 upon annexation.
Planning staff explained that the three parcels do not meet R1 minimum lot-size or frontage standards and that the petitioners requested annexation and rezoning; the Plan Commission recommended approval. The board combined related agenda items so discussions of annexation and rezoning were addressed together.
Several Normandy Court residents spoke in opposition. Mark Stet (identifying as a Normandy Court developer) and others said they purchased knowing the parcels were unincorporated and voiced concerns that partial annexation could lead to future pressure to annex remaining lots. Shila Karim and other residents said partial annexation might leave a half-street jurisdictional split between the village and DuPage County and urged the board to avoid piecemeal annexation.
Staff and trustees responded that the village’s policy has been not to forcibly annex properties, and Janine (planning staff) and David (public works) confirmed the village would not pay to extend potable-water mains: any extension necessary to connect to Lake Michigan water would be paid for by the property owners and built to village specifications with village inspection. The board voted first to direct staff to prepare an annexation ordinance, then approved rezoning motions for the parcels; roll-call votes were recorded as all-in-favor.
