County approves $400,000 safe‑parking contract for Catholic Charities to pilot overnight vehicle parking

The Lake County Board of Supervisors approved an agreement with Catholic Charities of Northwest California to operate a safe‑parking program under the county’s encampment-resolution funding, in an amount not to exceed $400,000 through June 30, 2027.
Behavioral Health Director Elise Jones said the funding comes from the Continuum of Care disbursement and that the program will include site operation (anticipated at a city of Clear Lake church subject to a use permit), on-site services and coordination with a proposed "dignity bus" to provide beds and hygiene services for people who do not have vehicles. "This is a countywide effort," Jones said, noting outreach and service coordination components.
Supervisors pressed staff about whether safe-parking could expand later, what shower/laundry/laundry-card or gas-card assistance would look like, and what criminal-history screening and insurance requirements would apply to contractors. County counsel and staff described standard indemnification and insurance language in the contract and said detailed operational terms will be established in the site agreements and the city’s use-permit process.
Supervisor Sabatier and other supervisors voiced support for the program’s outreach and service integration; the board approved the agreement.
