Board approves PlaceWorks amendment to finish Lake County 2050 climate and tribal review work

The Lake County Board of Supervisors voted to approve Amendment Three to the PlaceWorks professional services agreement to finish the Lake County 2050 general-plan update and related climate-adaptation deliverables.
Community Development Director Mirea Turner told the board the amendment covers climate adaptation, a countywide evacuation study and tribal review activities added after award of an APGP partnership grant and reallocation of ARPA set‑aside funds. "When the APGP grant was awarded, we added the climate adaptation plan to the scope of work," Turner said, and staff described reallocations among grant partners and a small ARPA contribution to fund tribal review meetings and additional outreach.
Supervisors and public commenters pressed staff for better budget transparency, full historical scope and copies of prior amendments; several said adopted amendments should make scope and deliverables clear for future budgeting. Director Turner said all of the new work is grant-funded and that staff are managing a tight schedule because assigned ARPA funds must be spent by the end of the year.
The board approved the amendment to increase contract compensation to a total not to exceed $2,312,594.
