Committee backs KCTCS governance reforms to align community college system with workforce needs

The substitute redistributes seats on the KCTCS board to include representatives from five key industry sectors, adds a seat for the Kentucky Association of Economic Developers, requires confirmation of regents by the Senate, and directs the board to adopt orientation and membership criteria. The bill also clarifies the president’s role in budgeting and authorizes KCTCS to offer certificates and diploma programs with an outlined approval and discontinuance process.
Quarles urged support, saying the reforms will prepare KCTCS to serve as "the workforce arm of public education" in Kentucky for the coming decades. The committee adopted the substitute and reported HB 619 unanimously, placing the bill on the consent calendar.
Next steps: HB 619 was reported favorably and will proceed per Senate floor and consent-calendar procedures.
