Troy council adopts sidewalk assessment ordinances, approves law director as annexation agent

Troy City Council on April 6 unanimously adopted three ordinances that advance sidewalk assessments and an annexation process.

Clerk Mrs. Knight read Ordinance O15-2026, authorizing assessments for sidewalk construction, repair and a shared-use path as part of the South Stanfield Road Reconstruction Project Phase Two; "this will allow for a return of about $165,710 to the city," she said. Council moved to suspend the remaining readings and voted yes on adoption.

Council then read and adopted Ordinance O16-2026, approving assessments for Phase 16 of the sidewalk improvement and missing-gap program. Mrs. Knight said the measure is expected to return about $76,775 to the city; Council again suspended readings and adopted the ordinance by roll call.

Separately, the Council adopted Ordinance O17-2026, authorizing the director of law to act as the agent for property owners to commence annexation of parcel CO6009800, a 162.72-acre parcel at 2674 Swales Road. Law & Ordinance chair Mr. Twiss told the Council the owners have agreed to annexation and that annexation will "create a cleaner demarcation of future service responsibilities between the city and Concord Township." The ordinance's readings were suspended and it was adopted by roll call.

All three measures were adopted following motions to suspend readings and subsequent roll-call votes. Mrs. Knight called the roll for each action; council members recorded unanimous affirmative votes on the adoption motions.

The Council also accepted the minutes of its March 16 meeting earlier in the evening and heard several committee reports summarizing other matters before the city, including committee recommendations related to the Troy Truck Yard event, surplus declarations, and appointments to local boards.
