The Kern County Board of Supervisors voted unanimously March 10 to deny a developer’s request to change about 10 acres in the Mojave area from low‑density residential (R‑1) to Mobile Home Park (MP) zoning.
Planning staff presented an inventory showing available vacant land in Mojave and nearby Rosamond — including MP‑zoned parcels and R‑2 (medium‑density) parcels — and said the additional analysis supported draft findings that the proposed zone change would be inconsistent with the Mojave Specific Plan. The applicant, represented by Ed Bonderman of Josephine Bonderman and Associates, said the proposal is an expansion of an existing park and described access, utilities and constructability as supportive factors.
Supervisor Parlier moved to adopt the staff recommendation and the resolution with findings in Attachment A disapproving the zone change; Supervisor Flores seconded and the motion carried on a unanimous vote recorded as "All Ayes." Parlier said local residents have told him they prefer preserving single‑family housing opportunities in the district and noted existing nearby parcels already designated for mobile‑home or medium‑density uses.
The application would have facilitated expansion of an existing park from 84 to 171 spaces (an increase of 87 spaces), according to the staff presentation. Staff noted that within Mojave the county identified eight MP‑zoned parcels totaling roughly 115 acres (about 87 acres vacant) and 164 R‑2 parcels totaling about 128 acres (with 28 acres vacant); Rosamond has additional MP and R‑2 acreage. Staff included draft denial findings in the record for the board’s consideration.
The board’s disapproval leaves the parcel’s R‑1 designation intact and preserves the current land‑use designation pending any future application that meets the Mojave Specific Plan’s tests.
