Torrance Unified Board swears in three trustees and names Dr. Anil Muhammad president

The Torrance Unified Board of Education on Tuesday held its annual organizational meeting, swearing in three trustees and rotating officers under the board’s rotation bylaw. Trustees Jasmine Park, Anil Muhammad and David Zleom each took the oath of office; the board then moved to appoint officers for the coming year.
Board members cited a rotation policy in Board Bylaw 9100 that requires trustees to serve as clerk and vice president before serving as president. Following that rule, the board appointed Dr. Anil Muhammad as president by voice vote. The motion to appoint Dr. Muhammad was made and seconded and approved without a recorded roll-call vote.
In remarks after the oath, Dr. Anil Muhammad thanked constituents and introduced family members present, saying he was grateful for the opportunity to serve another term. Jasmine Park also expressed appreciation to voters, and Trustee David Zleom said he was “very humbled” to be elected.
The board then moved and approved nominations for vice president, clerk and secretary. Betty L. was selected as vice president, Mr. Han was appointed clerk, and Dr. Tim Stow was named secretary; each appointment passed on a voice vote with no roll-call tally recorded in the public record.
Members noted that recent elections had been certified and that at least two candidates ran unopposed during the most recent contest. After completing reorganization, the board recessed for a brief recognition and scheduled a closed session to begin at 6:00 p.m., with the open meeting to reconvene at 7:00 p.m.
The organizational actions were procedural and did not establish new policy; the board will resume its regular agenda after the scheduled closed session.
