Planning commission approves minor expansion for Be Hope Church with amended parking condition

Be Hope Church won approval from the Beaver Creek Planning Commission for a minor modification that adds about 3,200 square feet to the southern side of the building and reconfigures some parking and drop‑off circulation.

Staff explained the addition did not exceed the 5% threshold that would trigger a major modification and therefore the planning commission had final decision authority. Staff recommended approval but proposed a change to condition 8 to require that, before a zoning permit is issued, the applicant submit final construction drawings demonstrating how the project will meet minimum parking requirements, maintain emergency egress, connect to the remaining parking field and comply with applicable stormwater requirements.

Commissioners raised questions about the relocation of accessible parking, continuity of emergency egress doors and circulation for daycare drop‑off. Steven Butler of Community Civil Engineers, representing the applicant, said survey delays had delayed final layout work but that the project would comply with ADA requirements and likely exceed them. "We will absolutely be complying with the ADA requirements and in more than more likely the case would be we'd be far exceeding that," Butler said.

The commission voted to amend condition 8 to add the staff’s redlined language and then approved the PUD529 minor modification with nine conditions as amended.
