Board approves routine consent items, state funding resolutions and unaudited 2024'25 financials

The Modesto City Schools Board of Trustees voted on several formal actions during its Sept. 8, 2025 meeting. All motions described below passed unanimously.
Consent agenda and order of business: Trustee Daly moved to approve the consent agenda; Vice President Mia seconded and the motion carried by roll call (all "I"). The board then approved the posted order of discussion items by the same margin.
State Allocation Board resolutions: The board opened a public hearing and approved Resolutions 252609 and 252610 authorizing the filing of applications for State Allocation Board-administered programs and the designation of authorized district representatives. Chief facilities staff explained the resolutions allow eligibility for future state grant funding for capital projects; no fees are associated with filing.
Unaudited actuals, fiscal year 2024-25: Director of business services and internal audit presented the district's unaudited actuals. The district reported an improvement from an estimated $19.3 million deficit to an actual $10.2 million deficit for 2024-25, a 3% required reserve (about $17.8M), and $55.7M in unassigned fund balance (roughly 9% of total general fund expenditures). Staff explained timing-related carryovers for textbooks and restricted program spending, and the board voted to accept the unaudited statements for all funds.
Staffing authorizations and credential waivers: The board approved Resolution 252607 authorizing assignment of certificated staff outside their credentialed major or minor (commonly used for electives and coaching assignments). The board also approved several waiver requests to the California Commission on Teacher Credentialing under Education Code sections 44253.11 and 44270 to allow certificated CTE instructors and one administrator to serve while they complete required coursework toward their clear or preliminary credentials.
What this means: The approved state filings preserve eligibility for state capital grants; the unaudited financials reflect an improved year-end position but still a planned deficit driven by one-time spending and timing differences; the credential waivers allow the district to staff programs while staff complete required training.
