Board reviews PBIS and adult-education progress, approves personnel items and budget reports

District staff provided several operational reports and the board approved routine personnel items and recorded financial information.
Shanda Barela, the district CRPBIS external coach, described the district’s culturally responsive PBIS framework and data-driven monitoring, noting nine of 12 schools received California PBIS coalition recognition for implementation. "Data systems, practices, and outcomes centered on equity" are central to the framework, she said, and staff focus on Tier 1–3 supports and fidelity monitoring.
Michelle Kolak and Elena Rivera described Barstow Adult School programs and consortium coordination (CAPE funding, GED testing, ESL partnerships and a "grow our own" teacher pathway). Kolak reported 221 students currently enrolled with 115 additional registered but not yet attending; 27 students recently transitioned to Barstow Community College.
Mr. Street reported the district’s cash position, citing $6,062,665.75 in the county treasurer report as of Nov. 10, 2025, and staff presented a first-quarter Williams-monitoring status (no deficiencies reported for phase-one visits).
On action items, the board previewed policy and AR revisions (employee notifications; Title IX/sexual-harassment procedures; directory information; seclusion/restraint; nondiscrimination; athletics; behavioral interventions) planned for Jan. 13 review. The board approved three personnel items tonight: establishment of one paraeducator position to meet enrollment needs at the Bars of Fine Arts Academy (effective as presented), a CSEA stipend for a health assistant to perform duties outside the usual description for one student, and increases in hours for three paraeducators (6.0 to 6.5 hours) funded by the LCFF equity multiplier.
Board members asked clarifying questions about funding sources and asked staff to return with formal policy language on the posted BP/AR items when they return for approval in January.
