Elkhart board accepts museum deck quote, approves IT and professional services contracts

The Elkhart City Board of Public Works on Feb. 24 assigned procurement items to staff, awarded a contractor for a museum deck and approved a range of contracts and purchases for city operations.
In procurement actions, the board referred two construction bids for the CSO13 sewer separation and three bids for the street resurfacing and curb ramp project to staff for review. The board received and assigned two quotes for deck and railing work at the New York Central Railroad Museum freight house and later awarded Quote 26-033 to Hometown Improvements LLC for $80,857.20.
IT and services approvals included an analytics colocation and connectivity agreement (authorized at $1,515 per month plus a $3,125 one-time fee) intended to provide redundant internet paths for continuity of operations, and a one-time purchase of Panta pentesting and vulnerability scanning software for $44,974.93. Patrick Stokes of IT said the Panta purchase was negotiated down from a prior quote and that the tools will help identify and remediate risks before exploitation.
Other professional services and communications items approved included a contract with Barnes & Thornburg LLP related to a proposed taxable revenue note issuance to fund an overpass on Hively Avenue; a $30,000 contract with Community Planning Insights supporting the Community Development Block Grant program; an hourly contract with Baker Tilly to prepare fiscal plans for annexation petitions; and a $20,000 community benchmark survey contract to gauge resident sentiment.
Development Services presented signage for the city’s designated outdoor refreshment area (DORA) and the board approved the logo and sample vendor signs required by the ordinance. The board also approved a one-time billboard buy with Lamar Advertising for a spring awareness campaign.
During public participation, staff flagged a procurement issue: one bidder on the annual materials contract omitted freight and shipping in its low bid. Staff said they will likely return to the board to re-award to the next-lowest bidder so operations can continue.
Votes at a glance: the board approved the Hometown Improvements LLC award for the freight-house deck and railing; approved the analytics and Panta IT purchases; authorized multiple professional services agreements and smaller capital and operating contracts; and referred several construction bids to staff for detailed review. The meeting closed after routine public participation and adjournment.
The board did not set detailed implementation timelines for every awarded contract at the meeting; staff will proceed with contracts and report back where required.
