Committee approves reciprocal easements with Urban Bridges to add parking for Clark Recreation Center

The Municipal Services and Properties Committee on April 6 approved Ordinance 89-2026 authorizing reciprocal easements and a utility easement with Urban Bridges to support the newly renovated Clark Recreation Center.
Parks staff and Commissioner D Genaro said Urban Bridges split and conveyed the front parcel (parcel 107) to the city to be used for city‑owned parking while retaining the rear parcel (108) that fronts Train Court. The agreement creates a reciprocal easement for ingress/egress and snow clearing so both parking areas function together; the city will also grant Urban Bridges a utility easement across the new city parking parcel for existing service laterals that feed the Urban Bridges building. Staff said the consideration for the easements is $1 each in recognition of the mutual benefits.
Council members asked about parcel history, why the city purchased the front parcel instead of the church retaining it, and whether the church can use the parking during times the recreation center is closed (staff said Sunday access is likely compatible). The ordinance was approved and signed.
