Committee approves vacation of short Central Avenue segment for Bedrock driveway

The Municipal Services and Properties Committee on April 6 approved Resolution 375-2026, clearing the way for Bedrock to vacate an approximately 88-foot segment of Central Avenue between West 3rd Street and the former CSX tracks to create a driveway and entry to a planned parking area for the Bedrock development tied to the Cleveland Clinic project.
Director (Capital Projects) said the Mayor’s Office of Capital Projects “finds no concerns with this request” and asked the council to grant the vacation so Bedrock can proceed with sequence 1A of its riverfront development. Nora Romanoff, vice president of business development for Bedrock, and city surveying staff were at the table to answer technical questions.
Councilwoman Gray sought clarification of the exact location and asked for maps; staff said the affected portion sits under the Lorain Carnegie Bridge and largely functions as a paper street or driveway dead‑ending at the tracks. Councilman Davis was reported as supportive of the work at West 3rd and Stones Levee, and staff agreed to distribute detailed maps to the committee before subsequent finance review.
The committee voted to approve Resolution 375-2026 and signed the paperwork during the meeting. The action formally authorizes the city to vacate the discrete portion of the public right‑of‑way so the property owner may incorporate it into the Bedrock site plan.
