Hope Mills authorizes lease amendment with TJ Robertson Life Center, approves two small budget amendments

The Town of Hope Mills approved two budget amendments and authorized a lease amendment with a local partner at its Jan. 20 meeting.
The board approved Budget Amendment No. 18 for the police department in the amount of $1,500 to send lieutenants and above to a West Point leadership program. The board then considered an amendment to the town’s lease agreement with the TJ Robertson Life Center and a corresponding budget amendment (No. 19) for $4,600 to cover additional program time that exceeded previously estimated hours.
Town staff explained the original contract language included a clause permitting an amount "not to exceed $30,000," which is valid, but the program required more hours because registration increased by four teams. Parks and recreation staff (Lamarco) said the partnership with TJ Robertson Life Center has been important to provide practice time and that growth in programs shows a need for additional recreational facilities.
Lamarco also provided a preliminary damage estimate for the town’s basketball court: replacement of fence, benches and receptacles was already estimated at about $12,000, while full court replacement historically cost about $56,000. Staff committed to return to the Feb. 2 meeting with insurance and repair estimates.
The board authorized the town manager to negotiate and execute the lease amendment and approved the $4,600 budget amendment by voice vote.
Ending: Staff will execute the lease amendment as authorized, implement the budget changes, and report back on park repairs and facility needs at the Feb. 2 meeting.
