The Putnam County Board of Commissioners unanimously approved an amendment to the annex public–private agreement and a final project budget that sets the guaranteed maximum price at $15,459,666.
Mitch Hannum of Garmong Construction told commissioners the amendment and the December 2025 guaranteed maximum price had been circulated to the board and county attorney before the meeting. He said Garmong had absorbed some changes to keep the prior GMP intact. Commissioner Rick Woodall moved to approve the amendment and final budget; Commissioner Tom Helmer seconded, and the motion passed unanimously.
The board did not act on a notice to proceed at the meeting. Hannum said a notice to proceed will be requested once all financing is complete.
The amendment, as described at the meeting, keeps the previously stated GMP and reflects contractor concessions rather than additional county funding. Commissioners said financing completion is a prerequisite to starting construction and requested notice when funding arrangements are finalized.
