The Keene City Council approved a set of event permits and related committee recommendations intended to support downtown businesses during construction and to enable seasonal community events.
The Planning, Licenses & Development Committee recommended granting the Keene Downtown Group up to four small-scale street fair licenses for the Dig Into Keene project (dates listed for summer and holiday events), subject to $1 million liability insurance naming the city as additional insured, a signed revocable license and indemnification agreement, payment for city services above allocated funding, signed private-property permissions, and staff-approved layouts and detour routes. The council moved to carry the committee report and voted unanimously to approve the street fair license.
The council also approved a street fair/parade license for the Monadnock 250th Independence Day celebration (July 4, 2026), with similar insurance and indemnity conditions and approved road closures for the parade route. Councilor Haas and Councilor Ellis had disclosed conflicts of interest and were recused from participation on the related matters; the motion carried with the recorded vote reflecting the recusals.
Separately, the council authorized seasonal use of 22 parking spaces along Gilbo Avenue and 18 spaces in the Commercial Street lot for the Farmers Market of Keene from late April through October 2026, subject to a $1 million liability policy, a revocable license and indemnification agreement, a season electrical fee ($60), and a monthly rental fee structure ($155 per month; total rental noted as $932). Council discussion touched on the balance between charging a nominal fee and the fairness of charging nonresident vendors; the measure passed unanimously.
All approvals were conditional on final permits, compliance with staff recommendations, and the submission of required insurance and indemnification paperwork.
