Ross County commissioners authorized and signed Community Reinvestment Agreement (CRA) documents and related compensation agreements for a Conor Orthopedic LLC development, a package staff said totals more than 400 pages and has been approved as to form by the county prosecutor.
The board voted to authorize signatures on the packet and to move forward with administrative next steps so construction can start once required public improvements are secured. Staff told commissioners the typical next items are recording the phase-one plat, securing the public-improvement bond and completing a guaranteed maximum price (GMP) contract for public infrastructure work so the contractor can procure materials and begin work.
Commissioners thanked staff and external partners for the multijurisdictional work leading to the agreement, noting contributions from township and city representatives and from county legal review. Staff said the prosecutor had approved the documents as to form and that signature pages would be scanned and delivered once signed.
The board’s action authorizes county signatures; staff said the development’s vertical construction remains contingent on the bond, plat and GMP being completed. No financial incentive amounts or bond values beyond those transcribed in the packet were cited in the meeting; staff promised to notify commissioners when the bond and GMP were finalized and when groundbreaking can be scheduled.
The meeting record shows the motion and voice vote to authorize signatures passed during the April 6 session. Staff said they will coordinate remaining administrative steps with the county engineer and county administration and will provide copies of executed documents to developers and partners.
Next steps: staff will track completion of the bond, the recorded plat for phase one and the GMP for public improvements; once those are complete the contractor can move forward with vertical construction and material purchases.
