Ulster County committee members voted to amend county capital funding for two project areas during the February meeting.
Members approved an amendment to capital project 542 to add $500,000 for design and construction services for the next phase of HVAC replacements that will cover Vanderberg Hall’s theater and the county art gallery. Michael (capital/budget staff) explained these projects were included in an earlier capital program; staff advised clarifying whether the resolution language referred to the county capital plan and said they would confirm with the budget office. The committee moved and adopted the resolution while noting that language could be amended later in Ways & Means if needed.
The committee also approved Resolution 37 to amend capital project 654 (emergency preparedness) to increase funding by $1.5 million for procurement and installation of emergency response equipment. Committee members moved and seconded the measure and approved it by voice vote.
During the HVAC discussion, members asked whether hemp insulation rules applied; staff said the replacement work was primarily rooftop units and likely would not include insulation but said they would follow up. County staff said contract and procurement steps will return to the committee when the design and contracting phases are ready.
Both resolutions were adopted and will proceed through the necessary procurement and budget‑office reviews before contracts are executed.
