Clive enacts FY26 utility-rate ordinances; solid-waste rate approved with one abstention

The Clive City Council gave final consideration on May 1 to utility‑rate changes incorporated in the FY26 budget and enacted ordinances to implement them.

City staff described the package: a 2% increase in water rates, a 4% increase in sewer rates, and a 3% increase in stormwater rates, along with an ERU policy for stormwater billing and separate communications to commercial property owners. Council then moved to consider the ordinances for the third and final time.

Council voted to enact Ordinance No. 1159 (water) by a 4‑0 vote; the clerk declared the ordinance enacted. The council then enacted Ordinance No. 1160 (sewer) and Ordinance No. 1161 (stormwater), each by recorded 4‑0 votes, with the clerk declaring each enacted. Staff said communications, including letters to affected commercial ratepayers, will be distributed next week.

Council also considered a resolution approving revised solid‑waste rates. The mayor recorded that he would abstain on that item; the resolution passed with three affirmative votes and one abstention. Staff said they received no public comments on the utility adjustments during the adoption process and that staff will prepare a communications letter for affected commercial accounts.

There was no appeal or further public testimony at the meeting; staff will implement the adopted rates per the enacted ordinances and follow up with communications to account holders.
