Clive council receives park construction bids, rebids grading/utilities and discusses renaming

Staff said they had reissued those plans for rebid and recommended the council set a May 22 hearing to receive bids for package one.
"We are fortunate that we got bids on five out of the six of them, but we did not receive bids on grading and utilities," a staff presenter told the council, and reported a rebid date later in May with the expectation of multiple bidders. The council set a public hearing for May 22 at 6 p.m. to receive those bids and directed staff to bring the bid packages back for award consideration at that meeting.
Staff advised the rebid would likely have only a minor schedule effect: a revised late start date of June 15 was proposed, and principal construction is expected to be complete enough to open large portions of the park by late 2025, with finish work in spring 2026. To reduce disruption, staff described a temporary park on City land near Steph Street and bilingual signage, QR updates, and print/social outreach to direct residents to alternate amenities during construction.
Council also reviewed Parks & Public Art Board feedback on a potential renaming for Linan Park. Staff said the board declined to recommend a change without an adopted naming policy and suggested drafting a policy for council consideration; staff also recommended retaining the existing name in some historical element if a change is pursued.
Council voted to close the public hearing with no public speakers and to receive the current bids for the five packages (vote recorded 4‑0). A staff motion to approve plan specifications and hold awards until May 22 was moved and seconded; the transcript records an anomalous "passes by a vote of zero" on one motion and staff has been asked to clarify the recorded tally in the minutes.
The council will consider contract awards and the playground purchase at the May 22 meeting. Staff also offered to return with phase‑two study data and continued community notifications ahead of construction.
