The Cathedral City council voted March 11 to award a construction contract for the Whitewater Area Street Rehabilitation Project (Phase 2) after staff recommended the lowest responsive bid and outlined the project scope and funding.
Engineering staff told council the project—limits include Ortega Road between Shifting Sands Trail and Contra Canyon Drive and sections of Navajo and PBLO Trail—will remove and reconstruct existing asphalt, rebuild curb ramps to comply with accessibility standards, adjust utilities, and install pavement striping and markings.
Andreas Perez, engineering staff, said bids were opened in February and the combined base bid and additive alternate (for Coachella Valley Water District work) were just under $800,000. With a 15% contingency, material testing, and related costs, staff proposed a total construction budget of $927,742.40 funded by prior CDBG and SB1 allocations, with the Coachella Valley Water District reimbursing a portion of additive work.
"The proposed funding sources will maximize our use of available CDBG funds and SB1 to complete the construction contract," Perez said.
Council members asked about pavement condition indices and whether the project followed previously discussed CIP sequencing. Staff confirmed the project had been presented in prior semiannual CIP updates and said selection reflects PCI metrics and available funding.
Council moved to approve the contract award, authorize a 15% contingency, and permit the city manager to execute necessary documents; the motion carried unanimously.
