The House Committee on Labor adopted HCR 92/HR 84 after testimony from the American Heart Association and allied agencies urging expanded access to automated external defibrillators (AEDs) and wider hands-only CPR training in state facilities and schools.
Lauren Simpson Gomez, Government Relations Director for the American Heart Association, told the committee that more than 350,000 people experience cardiac arrest outside hospitals each year and that "CPR can double or triple a person's chance of survival, and quick use of an AED can further improve those odds." She recommended encouraging partnerships and education campaigns such as the Association’s Nation of Lifesavers to expand hands-only CPR training in schools and the community.
Witnesses noted AED access in state-owned buildings and stronger training programs would help save lives and improve community health outcomes. The committee adopted the chair's recommendation to pass the measures as is.
Next steps: the resolution will proceed per the committee’s adopted recommendation.
