District staff told the subcommittee the Group Insurance Commission (GIC) adopted new plan rates that produce a weighted average increase of about 6.5% for Springfield Public Schools.
The assistant chief of human resources explained the state sets the rate structure; staff said changes included stopping coverage of GLP‑1 medications for the coming plan year, an action described in the meeting as reducing the GIC’s cost by roughly $100 million and lowering plan rates by an estimated 4 percent. Staff also said some co-pays and coinsurance terms changed.
The district contributes about 75% of plan premiums and employees pick up roughly 25%, staff said, and committee members asked for examples showing how the new rates will affect paycheck amounts (noting staff are paid on differing pay schedules). Members also discussed advocacy steps taken earlier (letters from the mayor and council) and urged continued outreach at the state level given cost pressures on employees and families.
Staff said more detailed payroll-impact tables can be prepared and noted that some federal and state health‑insurance policy changes may further alter choices and costs.
