Public Works Committee advances three items to full council, including airport hangar lease

The Lee Summit Public Works Committee on March 9 voted to advance three separate items to the full City Council for final approval.

Deputy Director Lisa Odell described BTMP 3616 as a work order under the city's 2024 on-call construction services agreement with TC Fuller Construction LLC to expand parking at the Water Utility Service Center by 11 spaces to serve staff and guests. "We're going to add 11 spots to make sure that we've got enough spots for both our full-time employees and also guests," Odell said. The committee voted unanimously (Chair Prior, Vice Chair Raider and Council member Carlile recorded as voting "yes") to forward the ordinance with a recommendation of approval.

Airport Manager Joel Arrington presented TMP 3343, an ordinance to authorize a 30-year ground lease with two 10-year renewal options for TMA Aviation LLC to develop a hangar at the Kansas City Lee's Summit Regional Airport. Arrington said the lease would cover roughly 25,000 square feet and will be used to store and maintain the company's aircraft. Committee members asked whether TMA Aviation is a company or an individual; Arrington replied it is a company and that the owner will primarily store the owner's aircraft at the hangar. The committee voted to advance the lease ordinance to council with a recommendation of approval.

The panel also advanced DTM 3630, a contract modification with Kimley-Horn that adds $93,730 for construction-related engineering services and additional design work tied to installing conduit identified by the IT department for the Douglas Road project (Second Street to Chipman Road). Senior staff engineer Nikia Chapman Fryberger said the amendment covers construction administration and some additional design needed to add conduit for IT lines. Committee members sought clarification about the meaning of the contract cap and how contract amendments interact with the city's capital improvement plan; staff explained that the city negotiates scopes case-by-case under qualification-based selection, that the approved CIP establishes the overall project budget, and that future amendments would return to the committee if additional work were required. The committee voted to send the amendment to full council with a recommendation of approval.

Votes and next steps All three items were approved to move to the full City Council by affirmative roll-call votes of the attending members (Chair Prior, Vice Chair Raider and Council member Carlile). Council member Hodes was recorded as absent. Final contract awards, lease execution and any further amendments will be acted on by the City Council.
