Planning commission approves conditional use permit for microblading at 816 West Hamilton Avenue

Miss Larissa Lman, the city planner for the item, told the commission the proposal is for a roughly 1,900-square-foot tenant space within an existing one‑building shopping center in the commercial corridor mixed‑use zoning district. "The project proposal is to establish a new beauty salon, Eileen Beauty, which will offer ancillary micro blading services as part of their...proposal," Lman said, and added that no exterior or site changes are proposed. She described microblading as a "personal services limited" use similar to tattooing or piercing that triggers the CUP requirement and noted the activity is regulated by the Safe Body Art Act.
Commissioners asked how health and safety credentials are verified. Lman said practitioner registration, certification and enforcement are handled by county environmental health ("that will be handled by the department of environmental health and safety services with the county"). She also clarified the CUP contains a one‑year time cap: if the applicant does not obtain a city business license within one year, the CUP will expire; if the business pulls the required city business license, the planner said the approved use would continue in perpetuity unless revoked.
During the public hearing the applicant said the business is relocating from Willow Glen, noting, "my wife been open the business in Willow Glenn for the past eight years," and confirmed a prior county permit is transferable to the new location.
A commissioner moved to adopt a resolution approving the CUP to allow semi‑permanent cosmetic tattooing as a personal‑services‑limited use for the property at 816 West Hamilton Avenue, and to find the project categorically exempt under Section 153301 of the California Environmental Quality Act; a second was recorded, roll call was taken and the motion passed unanimously.
The planning commission's action is final unless appealed in writing to the city clerk within 10 calendar days.
