Staff said the building (about 2,270 sq ft) had been used for city offices and is now surplus; the prospective buyer has previously purchased and rehabilitated nearby properties and staff expects commercial reuse consistent with the central-business designation. Staff explained the state-required review process for disposition of real property and noted that for larger parcels the state's housing-development first-refusal process can apply; in this case staff recommended the sale proceed subject to standard checks.
