Commission explores permanent outdoor screen at Gateway Park for resident watch parties

Commissioner Stebbins told the commission she wants the city to consider a permanent architectural AV feature on the west side of Gateway Park to host resident watch parties for FIFA 26, the Olympics and recurring events rather than continuing to use temporary, moving screens.

Stebbins argued the feature would create a community legacy and give residents regular programming options (movies, sports and cultural events). She said the idea is not limited to a single sporting event but intended for ongoing community use.

Commissioners and staff raised several considerations. Public safety and event staffing were top concerns: commissioners recalled that a recent city anniversary event required nearly 30 personnel between ocean rescue and police. Vice Mayor Viscarra noted prior budget workshop discussions and said related costs had been considered but removed previously; she urged that numbers be provided before deciding whether to build or buy a screen.

Other concerns included weather exposure for an outdoor installation, long‑term obsolescence of technology and whether a pop‑up screen on the existing stage might meet needs with lower cost and better security. Commissioners asked staff to include security, operations and life‑cycle cost estimates and to return cost options (including temporary vs. permanent solutions) as part of the budget review.

Next steps: staff to add detailed cost estimates, security/staffing implications and alternatives to the budget conversation so the commission can decide whether to pursue a permanent installation or a staged/contracted approach.
