Brisbane committee moves to finalize PCA grant LOI for Corey Road improvements

Committee members said the LOI, due Feb. 2, 2026, should describe current conditions — cracked asphalt, uneven pavement, invasive vegetation and unmanaged stormwater — and explain how improvements would increase access for surrounding equity priority communities and connect to nearby San Bruno Mountain recreational and habitat areas.
Members asked staff and the grant writer to incorporate the committee’s bullet points into the LOI and to add photographs documenting existing conditions. Staff provided a timeline: LOI due Feb. 2, 2026; full applications due March 20, 2026; and award notices expected in May 2026. Staff also stated county award pools near $8 million and that individual city awards have typically been in the $600,000–$700,000 range.
Discussion covered grant competitiveness and outreach: members recommended including PCA maps that highlight nearby equity priority communities and public‑transit access (several SamTrans stops are within walking distance of the site). Members also suggested documenting community uses — such as Corey Road’s role as a conduit to San Bruno Mountain, recreational trail use, and school walking routes — to strengthen the application.
Committee members asked staff to compile prior PCA award history and any debrief notes from earlier meetings with funders. Staff said they would send historical award information and photographs and would forward LOI drafts to the committee; the LOI will be submitted by staff and refined by the grant writer because of the tight deadline.
The committee did not vote on funding or commit city match funds during the meeting; members emphasized that the LOI is a pre‑application and that any full application would return to the committee and city council for required approvals.
