He explained the state definition of “entitled” (an application for a building permit) differs from local development-permit approvals, which can affect reporting timelines. Clark noted the city remains behind on required affordable-housing unit production but identified pipeline projects — Green Day Village, Crossings at Cino Companero and Park Lane Homes — that could add to affordable totals and help close the gap.
Councilmember Voss asked for the overview so the public would understand permit dynamics; after the briefing council approved the annual progress report by unanimous vote. Staff said they completed grant-related Title 17 work and hosted homebuyer workshops and that the LEAP grant work was finished.
Council did not adopt additional policy changes at this meeting; the matter was an informational staff report placed on the consent calendar and acted upon after the brief discussion.
