SDRS reports six bills passed unanimously in 2026 session; highlights Senate Bill 54

John Richter, general counsel for the South Dakota Retirement System, briefed trustees on the 2026 legislative session and said SDRS introduced six bills that all passed unanimously.
"During the 2026 legislative session, SDRS introduced six bills, and I'm pleased to share that all six passed unanimously," Richter said. He described five of the measures as administrative cleanups and highlighted Senate Bill 54 — which provides an in-service distribution at 59½ — as a bill that generated member interest.
Trustees praised the weekly session updates staff provided, and staff said they will track utilization of early SRP withdrawals to report back to the board. Richter also noted positive appropriations hearings and continued legislative support for the system's management and budget.
The presentation closed with trustees thanking staff for regular session engagement and the board looking ahead to next year’s legislative package.
