SDRS board reviews draft governance manual, plans June debate on long-term benefit goals

Storm said the manual will include foundational materials (mission, vision, board duties), committee charters, applicable statutes and references, policy statements on funding and system management, and operational documents such as the conflict-of-interest and gift policy. She said the draft will support board orientation and be a living document with ongoing updates.
The project timeline presented calls for substantial completion by September, with additional policy proposals and discussion at the June meeting — specifically, trustees will revisit long-term benefit goals and contingency-plan mechanics. Trustees asked for opportunities to provide input and for the manual to be housed in the board SharePoint portal for ease of use.
Storm emphasized transparency and fiduciary duties, and the board welcomed the consolidated resource as long overdue.
