Pike County commissioners approve switch to Travelers, move worker's comp to ASTRA

Pike County commissioners voted 3-0 on March 2 to switch the county's commercial insurance placement to RT Insurance/Travelers and to purchase workers'comp coverage through ASTRA.
County Administrator Kristi Dischinger presented a side-by-side comparison of the county's existing coverage and two renewal proposals. The table showed the county's current combined premium at $376,213; the HILB renewal proposal was $369,079 and the Travelers proposal through RT Insurance was $368,910. For workers'comp, the IPEP proposal through German American was listed at about $94,000 while ASTRA through RT Insurance was quoted at about $88,000 and included optional onsite or online training.
Commissioners indicated they preferred the RT Insurance/Travelers proposal and the lower-cost ASTRA option for workers'comp. A motion to adopt Travelers for the county's commercial coverage was approved 3-0. Commissioners also approved purchasing workers'comp from ASTRA, 3-0. The minutes record the votes as unanimous; the transcript language about who formally moved and seconded each motion is ambiguous, so the board's unanimous votes are reported without attributing mover/second to avoid misidentification.
The staff summary sheet attached to the agenda noted differences in several line items, including automobile physical damage, law enforcement and public officials liability, property replacement-cost limits, and cyber liability sublimits.
