Sen. Allen, sponsor of SP9, told the Senate Health Committee that the bill seeks to add vaping to the list of activities prohibited in public places under existing smoking laws. Allen recounted following a young man to a concession stand at a junior-high football game after seeing him vape and telling him he was breaking the law. "You're breaking the law," Allen said the exchange included; the young man told him he believed he was not breaking the law.
Allen said the bill mirrors existing public-smoking restrictions and is intended to protect public health, noting another recent instance at Bryant-Denny Stadium where a man was vaping in a nearby row. Committee members moved for a favorable report; Sen. Gan moved for a favorable report, Sen. Weaver seconded, and the committee granted the bill a favorable report.
