Staff described a draft that would limit vehicle weight to 30,000 pounds and length to 50 feet on that downtown corridor to keep large semis off the square and the new roundabout. Councilors and staff raised practical concerns: many local businesses receive deliveries on large trucks (one councilor said some businesses regularly receive 52-foot trailers), school buses and tour buses typically exceed 30,000 pounds, and GPS routing currently directs through-traffic onto the square. Several members suggested the ordinance should allow local deliveries, provide an exemption or create a streamlined permit process for occasional oversized/overweight moves.
Members noted that IDOT classifies Main Street as not a truck route, giving local jurisdiction authority to post limits, but emphasized the need for clear language to avoid cutting off legitimate access for businesses and emergency or civic uses (tour buses at the Civic Center were specifically discussed). Staff and councilors discussed signage, notifying mapping services and the administrative burden of a permit process. One councilor said a permitting system could become repetitive and burdensome; others said a case-by-case route designation for deliveries might be workable.
No formal motion to adopt the ordinance was made. Council asked staff (including Doug and Brian) to redraft the ordinance with clearer exemptions for local deliveries and a process for special permits, then return the revised draft for further consideration.
