Washington council adopts FY2026 budget after tense debate; one councilor votes no

The Washington City Council voted 7–1 on April 21 to adopt the FY2026 budget for corporate purposes covering May 1, 2025 through April 30, 2026.
Dennis Carr, the city administrator, presented the ordinance and answered procedural questions. Several council members voiced concerns about the budget process and the level of discussion during the multi‑week review. Mr. Brownfield and others said they felt the council did not sufficiently challenge or alter staff proposals, while other members thanked staff for multiple meetings and the work done to prepare the budget.
Alderperson Blendy cast the sole no vote and said he had outstanding questions and felt the council had not added value to staff work; proponents responded that members who engaged with staff had received information and that staff had responded to inquiries. The measure passed on a roll call vote with seven in favor and one opposed.
The vote clears the city to implement the FY2026 spending plan; councilors who opposed aspects of the process signaled a desire to pursue more detailed review and potential adjustments in future sessions.
