Resident warns council the Spray Field 4 design may not protect Blackwater River

A resident told the City of Milton council that the preliminary design report (PDR) for Spray Field 4 submitted to the Department of Environmental Protection raises concerns about whether the proposed design would sufficiently protect the Blackwater River.
The speaker (public commenter) said he spent hours reviewing the roughly 300‑page PDR and pointed to contour maps and subsurface conditions on the eastern portion of the site that he said create ‘‘very serious slope’’ and foundational issues for the conceptual spray‑field layout. He said the conceptual plan assumes a relatively level, sod‑farm type site but that the subsurface conditions on the eastern parcels may not support that approach.
“We have some concerns with it,” the commenter said, and added that the design “maybe doesn't do that quite as well as it could” to protect the outstanding Florida waterway. The commenter offered to meet with staff after the meeting to ‘‘tee it up’’ and work toward a solution, and staff agreed to continue the discussion after the session.
Howard Steel, another resident, asked that any meetings involving political action committees or groups opposing the project be made public so the community can follow potential efforts to delay the project.
Council did not take formal action during the work session; staff said they will continue engagement as needed and that the PDR and related materials are available in the project packet.
