Development Committee approves temporary easement to let owner rebuild detention-basin berm in Carolina Acres

At the Aug. 11 Development Committee meeting, staff described a petition by Mr. Mushianti, owner of a vacant 3.88-acre lot in the Carolina Acres industrial subdivision, requesting a temporary access and construction easement over a city-owned detention-basin lot to allow recreation of the berm and overflow, increasing the basin's storage and enabling development of the vacant property.
"Mr. Mushianti is the owner of a vacant 3.88 acre lot in the Carolina Acres industrial subdivision, and is requesting approval of a temporary access and construction easement over the city-owned detention basin lot," a staff member said, outlining that staff reviewed a site development permit conditioned on committee approval and recommended the temporary easement.
Alderman Matthew Myers asked whether the city would build roads for access; staff replied the city provides an access location but does not build a paved road and that access typically uses the existing dirt path and is restored after construction. Alderman Swiatek moved to forward the temporary easement to the full City Council; Alderman Julieta Alce1ntar-Garceda seconded. The committee voted unanimously to send the item to the council for final action.
After the vote, Mr. Mushianti thanked the committee. The staff member and aldermen noted that future construction beyond the easement (for example, an access drive) would likely require additional approvals.
