Spencer County Council approves routine appropriations and several new-business funding motions; opioid device request tabled

The Spencer County Council on Feb. 17 approved routine financial actions and several new‑business funding motions while tabling one opioid‑fund request for further review.
In a series of unanimous procedural votes, the council approved the Jan. 20 minutes and several additions: $11,500 from County General (EMA 0068) for radio/utility/tower/antenna costs; $10,000 for GAL/CASA services for the Circuit Court (Circuit Court 0232); and a $22,000 Riverboat capital outlay for 'The Way of Rockport.' The council also approved encumbrances totaling $806,499.80 across multiple funds, with $173,339.52 in County General and $587,388.11 in ARPA encumbrances recorded.
Under new business, Coroner Layla Thayer requested a replacement laptop. Vendor Eck‑Mundy presented four options ranging from $1,150 to $2,395. Councilmember David Gogel moved to advertise $1,500 to fund Option 4 from County General; Justin Grose seconded and the motion carried. The transcript lists the vendor as Eck‑Mundy and the selected procurement amount as an advertised appropriation, not a finalized purchase order.
Christy Powell requested additional funding and an extension for RJL, which currently has funding through March 2026. The council voted to advertise $108,000 from Riverboat to fund RJL through the end of the year (motion by David Gogel; second by Brian Greulich). Commissioner Jim Seiler described urgent repair needs at the Animal Control building, including a failed pump; the council voted to advertise $40,000 from County General for repairs (motion by David Gogel; second by Justin Grose).
Luce Fire Territory asked to use $28,000 in Opioid funds to buy a Lucas mechanical CPR device. Although the County Commissioners had previously approved that request on Feb. 13, Councilmember David Fromme moved to table the request until the Opioid Advisory Council can review it; Steve Haaff seconded and the motion carried.
Spencer County Emergency Ambulance representative Jane Stout received approval to apply for a Mobile Integrated Health grant (motion by Steve Haaff; second by Brian Greulich). The meeting ended with a brief announcement about a pancake dinner at the Grandview Civic Center; the council adjourned at 5:48 P.M.
