Spencer County Council approves multiple budget transfers, grants and a tax abatement

Spencer County Council members approved a slate of routine budget items, internal personnel transfers and grant-related actions at their March 17 meeting, moving funds for county operations and authorizing several grant submissions.

At the start of the meeting, President Aaron Benton called the session to order at 5:00 p.m. The council approved the minutes from Feb. 17, 2026 (motion by David Fromme; second by Brian Greulich).

During the consent and budget portion of the meeting, council members approved a string of line-item requests, including $1,000 for postage from County General (Treasurer), $1,500 for coroner equipment, $1,000 for gas and fuel for the building inspector, and $40,000 for animal control building maintenance. The Riverboat fund was tapped for $50,000 to support a sheriff’s department jail study, and the council approved $108,000 in economic development spending listed as "SC Econ Dev RJL Solutions." A surveyor fund payment of $11,242 for Cornerstones Verified was also approved. Most items were moved, seconded and passed by voice vote.

The council approved several internal personnel transfers in the Spencer County Sheriff’s Department that reallocated payroll across rank accounts (transfers listed in the meeting record include amounts moved from deputy accounts into sergeant, senior deputy and lieutenant accounts). Council also approved a $25,000 reallocation within Fund 1222 to cover 911 overtime and approved moving a longstanding $10,075.53 balance from Fund 7304 to Fund 1127, following a State Board of Accounts audit recommendation.

On program and grant matters, Jane Stout of the Spencer County Emergency Ambulance Service presented three quotes to replace windows at the Rockport station and the council authorized advertising $7,500 from County General to fund the work. Stout reported the county received $34,000 for the Mobile Integrated Health Grant (the application had estimated $33,800) and the council approved applying for an additional Grow Grant with support from the Indiana 15 Regional Planning Commission.

The council approved several program submissions and distributions: annual reports and submissions for Spencer County Community Corrections CY2025, Spencer County Drug Court CY2025 and Jail Treatment CY2025 were accepted; the Substance Abuse Council’s distribution of Drug Free Community funds totaling $11,396.14 was approved; and Michaela Claise was authorized to submit a Family Recovery Court grant budget totaling $98,773.99. It Takes A Village requested an updated contract with the county and provided a letter from Tamara N. Schmitt; the council noted they will accept the contract when received.

Dan and Melissa Schroeder of Growing Success Bee Company requested a 10-year tax abatement as they relocate from Boonville to Dale. The council approved the standard 10-year phase-in for real and personal property (motion by David Gogel; second by Justin Grose).

All approvals recorded in the minutes were made by motion and carried by voice vote; where the record shows only "motion carried," no roll-call tally was recorded in the transcript.

The council handled a range of routine fiscal housekeeping actions in a single meeting, advancing projects and grant applications while keeping the county’s regular operations funded.
