The committee adopted amendments to HP185 that would permit counties and municipalities, by ordinance or resolution, to exempt general aviation aircraft and related machinery or equipment from state, county, or municipal ad valorem taxes if the local entity opts in. The amendment specifies that exemptions take effect beginning Oct. 1, 2026, require local adoption at least 90 days prior to that date in an election year, and include a sunset provision ending exemptions by Sept. 30, 2029. Supporters said the change gives local governments control to abate the state portion if they choose; a committee member clarified that appropriation line items separate local, county, school and state shares.
The committee voted to adopt the amendment and returned the bill to regular order.
