Mayor Clinton Morris explained that the county owns the landfill on Route 76 while the city has operated it, and that the agreement establishes a city‑county coordinating committee to oversee the use of any funds for closure and related expenses.
The council also approved a set of motions forwarded from committee:
• A Public Safety committee expenditure not to exceed $25,900 to replace windows at the Public Safety Building (funded from capital account 41‑5‑1110‑110‑7900).
• A block‑party street closure request from Ida Public Library to close Madison Street between North State and Kishwaukee on June 11, 2026, from 9 a.m. to 1 p.m.
• Purchases from Lakeside International of two 2014 International 7400 dump trucks (a 10‑yard and a 5‑yard) at $50,000 each to be funded through capital line 41‑5‑752‑8300.
• Waiver of bidding for emergency repairs to Well No. 7 and authorization of Water Well Solutions to perform rehabilitation and repairs with a not‑to‑exceed amount of $200,000; staff provided a cost estimate of $190,286 and said the work should take roughly 2½–3 weeks before the well returns to service.
All motions reported from committees were approved by roll call with all members voting in favor.
The council also reappointed Matthew Branum and Sarah Turnipseed to the Police Pension Board for two‑year terms beginning May 1, 2026, pursuant to section 3‑128 of the Illinois Pension Code (40 ILCS 5/3‑128).
