Belvidere committee approves engineering and maintenance contracts, bollards and riverfront appraisals

The Belvidere City Committee of the Whole approved several infrastructure and safety items during its May 12 meeting, voting to move forward on engineering, maintenance and appraisal work that officials said are largely paid for with existing budgeted or grant funds.
Director Brent Anderson asked the council to approve a $25,000 proposal from CES to complete design and bid documents for phase two of a manhole-adjustment project, which he said is funded in the current budget at $300,000 to repair roughly 125 identified manholes. Alderman Peterson moved to approve the CES proposal; Alderman Stevens seconded. The council approved the motion by voice vote.
Anderson also recommended entering a 2025 cathodic-protection maintenance agreement with Corpro for $3,900 to service corrosion-control systems at elevated water storage tanks and a ground reservoir. Alderman Hines moved to approve the agreement; Alderman Peterson seconded. The motion passed by voice vote.
On a separate item, the committee approved a $7,600 engineering proposal from Arc Design Resources to prepare engineering exhibits and a bid manual for the installation of removable downtown bollards (foundation sleeves for event use). Anderson said the bollards are funded by a DCEO safety and infrastructure grant and will allow temporary closure of the downtown during festivals and events. Alderman Gracowski moved the proposal; Alderman Stevens seconded and the council approved it by voice vote.
The committee also approved a $9,600 contract with Rally Appraisal to complete three appraisals needed to acquire temporary and permanent easements for the Kishwaukee Riverfront path extension between State Street and Main Street. Anderson said all three property owners indicated support for the project and that multiple grants are contributing to the effort. Alderman McGee moved; Alderman Gracowski seconded; the council approved the appraisal work by voice vote.
