Cresco City Council approves budget amendment, waives readings for speed ordinance and passes several routine resolutions

The Cresco City Council on Sept. 15 approved a budget amendment for the fiscal year ending June 30, 2026, advanced an ordinance revising special speed zones and approved several routine resolutions and an appointment.
After a public hearing on the budget amendment, the council voted to amend the current budget. The clerk reported there were no written objections during the hearing.
Council introduced Ordinance No. 5-26 to amend provisions in Cresco’s code pertaining to special speed zones. The draft ordinance designates 15 mph special speed zones including Canterbury Street and portions of 2nd Avenue East and clarifies that the 15-mph limit on certain stretches of 2nd Street East applies "when children are present," with an employer-severability clause and effective-date language tied to final passage, approval and publication. The council voted in favor of the ordinance’s first reading and then moved to waive the second and third readings, allowing final passage at the same meeting.
Other resolutions approved included conversion of portions of Canterbury Street to no-parking with authorized signage (changes near a fire hydrant and south-side restrictions weekdays), approval of change order No. 3 for the scene shop project (reported as producing savings because less blacktop was removed than expected), removal of a designated handicap parking space on 3rd Avenue East, inactivation of certain city accounts during the financial conversion, and authorization for the mayor to enter a facilities-use agreement with the Northeast Iowa Agency on Aging (the council noted a park-board recommendation of a one-time $500 fee for the year). The council also adopted a policy on city vehicle use required by the city’s insurance and appointed Susan Keith to the library board for a term expiring June 30, 2027.
Most motions were moved, seconded and approved via roll call with affirmative responses from the council; no defeated motions were recorded in the transcript. Where votes were taken, the clerk conducted roll-call confirmations for councilors in attendance. The meeting concluded with a motion and unanimous roll-call approval to adjourn.
