Forest Park council approves slate of ordinances and resolutions, rejects 15th Street bids

The council then adopted ordinances authorizing a supplemental license with Chicago SMSA LP (Verizon Wireless) for certain village rights‑of‑way (Ordinance O‑33‑22), amending late‑payment charges for refuse accounts (O‑34‑22), and authorizing purchase of a Vector 2100 single‑engine combination sewer cleaner (O‑35‑22).
On capital work, the council awarded the fire department roof rehabilitation contract (R‑71‑22) and approved change order and final pay request No. 1 to Joel Candy Construction Corporation for the Jackson Boulevard lead service replacement project (R‑75‑22). Meeting discussion indicated the lead‑service replacements must be completed before repaving Jackson Boulevard from Desplaines to Madison; staff said repaving will begin after Labor Day, with timing to be announced to residents.
Council rejected bids for the 15th Street sewer separation project (R‑72‑22) and immediately reapproved specifications and reauthorized advertisement for rebidding the CDBG‑funded project (R‑73‑22) that runs from Circle to Morengo.
The council also approved a consulting agreement with Administrative Consulting Specialists LLC (R‑74‑22), an entertainment license for The Foundry (7503 Madison), and a banner and raffle license request from Opportunity KN (8020 Madison and River Forest). A separate resolution authorized work or changes related to two public alleys and use of permeable pavers (referenced in the meeting as R‑76‑2009).
On votes where individual responses were recorded, the council’s roll calls routinely listed Commissioner Burns, Commissioner Maxam, Commissioner Nero and Mayor Hoskins as voting yes; Commissioner Vog recorded one abstention during approval of the Aug. 8 minutes and voted in favor of later items.
Administrator Moses delivered community notices including a first‑day‑of‑school safety reminder, a filming notice for a Chicago P.D. episode (6:00 a.m.–9:00 p.m. with intermittent closures) and a request for crossing‑guard applicants. Councilors also promoted upcoming community events such as garage galleries, the Forest Park Arts Alliance stoop sessions and a fall cleanup scheduled for Sept. 11.
