Resident urges Forest Park to regulate short-term rentals over safety and tax concerns

Bill cbec, speaking during the public-comment portion of the Village of Forest Park council meeting, urged elected officials to consider an ordinance regulating short-term rentals in town. "Short-term rentals operate as commercial entities but are not taxed as such," Bill said, adding that the platforms "are making billions of dollars" while local listings escape hotel-style safety inspections and licensing.
Bill said the phenomenon is growing locally: "In the Forest Park area alone there are currently over 40 homes, apartments and rooms for rent on the Airbnb platform and nearly the same on the VRBO platform," and he warned that the lack of inspections and licensing "is likely to lead to injuries to consumers, lower quality of housing and decreased tax revenue." He cited Illinois statutes in his remarks, including the Landlord Tenant Act (765 ILCS 705) and the Bed and Breakfast Act (50 ILCS 820), saying short-term rentals are not currently captured by those rules.
The resident asked the council to pursue regulations that would require registration, inspections and a licensing regime so short-term rental units are subject to safety and tax standards similar to hotels and multiunit rental properties. He left a written statement with the clerk for distribution to council members.
Council members did not take formal action on the request at the meeting. The clerk confirmed the written statement would be copied and shared with the full council for further consideration.
