Wright estimated annual maintenance costs for the city at roughly $35,000 to cover mulch, herbicide and fertility applications. “It would definitely create a sense of arrival,” a councilmember said; staff said the work is expected to use remaining funds from the interchange project.
MPO staffing contract: Philip Graham presented a procurement for Cabarrus‑Rowan MPO staffing. Four firms applied; staff shortlisted all and interviewed candidates with county and NCDOT representatives on the selection panel. R.L. Conrad Associates LLC received the top score and is the recommended contractor; the contract is one year with a one‑year extension option and will proceed to NCDOT’s Office of Inspector General for approval.
Sale of city home: Mary Carr presented a resolution to sell a city‑built two‑bedroom, two‑bath house at 341 Broad Drive to Katherine Juliana Graham for the asking price of $220,350. Carr said the buyer offered the full asking price and will not request down‑payment assistance.
Surplus electric‑department land: Valerie said the electric department has about 2.7 acres it does not need around a recently built substation on Reuben Linker Road. Hendrick offered $400,000 for the parcel; staff described the per‑acre figure as roughly $150,000 and said the sale would follow the statutory upset‑bid process and could be used for parking once conveyed.
Water and sewer request: Jackie Deal presented an application from Riviera Construction LLC for water and sewer connection on a 1.1‑acre lot zoned County LDR within Area B (Bostwick Estates). Staff explained the city cannot annex an individual lot within that subdivision and that extending utilities in Area B may require administrative amendments to a long‑standing service agreement with the county; some lots in the subdivision already have water and sewer available via an existing line.
