Planner Jillan Ferguson told the council that the city’s sixth‑cycle Regional Housing Needs Allocation (RHNA) is 8,001 units; to date staff reported 863 units permitted, roughly 11% of the allocation. The presentation showed that production is concentrated in moderate‑income categories while very‑low and low‑income housing lags. Staff described ADU permits and policy tools instituted to support housing production and noted ongoing work on climate adaptation plans for coastal, airport and wastewater infrastructure.
Councilmembers and public speakers asked about implementation hurdles, funding sources and steps to accelerate projects in the pipeline. Staff emphasized that approvals alone do not guarantee construction and that financing and market conditions remain constraints.
Council received the report; staff will continue implementation work and return with program updates.
