Burge said NDOT selected Bay Cove Trail through its application‑based traffic calming program and cited the street’s measured data: an 85th percentile speed of about 35 mph where the posted limit is 25 mph and roughly 1,200 vehicles per day at a midpoint count. ‘‘At a vehicle speed of 25 mph, if a pedestrian is hit, that pedestrian has an 89% chance of survival,’’ Burge said, summarizing national safety data the program uses to justify measures.
