LaSalle County highway board awards Cape Seal, striping and paint contracts totaling roughly $3.56 million

The LaSalle County Highway Department voted to award three maintenance and materials contracts at its meeting.

The highway engineer recommended awarding the 2026 Cape Seal Group 1 and 2 contract to ACP Pavement Striping Co. for $3,173,986.71 after a brief bidding irregularity. The board initially moved to reject all bids because the bid price was not visible in the packet; members later rescinded the rejection, reviewed the submitted bid, and approved the award by voice vote.

The board also approved the 2026 striping contract after staff reported three bidders and recommended Precision Pavement Marking Inc., the low bidder, at $160,366.40, which falls under the engineer's estimate. Commissioners said they had used the bidders before and expressed satisfaction with past work.

For the county's 2026 paint purchase, Diamond Vogel Inc. was the low bidder at $226,775.00; staff noted the county used Diamond Vogel last year without problems and recommended the award, which the board approved.

The highway engineer said the striping and paint contracts included required paperwork and bid bonds. The board handled the Cape Seal item twice in the meeting — first rejecting all bids because of a packet discrepancy, then rescinding that motion once the bid information was confirmed and approving ACP's bid.

The meeting record shows standard voice votes of "Aye" to carry the motions; individual vote tallies were not read into the record.

The board did not discuss a detailed schedule for the Cape Seal work at the meeting beyond noting the award and will address scheduling and notice to contractors in follow-up correspondence or future packets.
