Department leads explained that some purchases replace 2015–2018 model vehicles and that certain purchases enable re‑chassing and reuse of vehicle bodies across city fleets to contain costs. A city official said chemical pricing has begun to stabilize after larger increases in recent years and that the $176,400 ferric sulfate purchase represents an incremental budgetary increase.
